At the Autonomous University of Chiriquí, every decision seems to follow a logic designed in the office of Rector Etelvina Medianero de Bonagas. Nothing happens by chance, and no movement, however small, escapes a carefully measured political and administrative calculation.  At first glance, it seemed like just another appointment within the university’s extensive and costly administrative structure, marked by salaries that have been the subject of public criticism and political questioning. However the official went from earning $1,936 at the Comptroller’s Office to $5,460 at Unachi.  Some red flags are flying……
