Voluntary Insurance With CSS In Panama.

Panamanians and foreigners who do not have formal employment can join the Social Security Fund (CSS).  The Voluntary Insurance Regime by the CSS in Panama allows individuals who are not covered by a standard employment contract, to independently pay into the social security system. This grants access to public healthcare services and counts towards the required monthly quotes for a retirement pension.

According to Article 79 of Law 51 of 2005, those who stopped working, Panamanians and foreigners who do not meet the conditions of that group, self-employed workers, employees of international organizations and diplomatic missions, as well as men and women dedicated exclusively to the care of their family, may request their affiliation.

In the case of those who stopped working as salaried employees, they must have at least 36 contributions registered in their individual account and submit the application within six months of the last month reported in the mandatory regime, according to information from the CSS website.

The minimum contribution base is $500 per month. Additionally the medical exams required by the CSS cost $47 for Panamanians by birth or naturalization and $94 for foreigners.

All applicants must present their valid national identity card. Foreigners need a valid permanent resident card or passport, in addition to their social security card. They must also be in good standing with the institution.

Panamanians applying to register as self-employed must submit a sworn statement of their income if it does not exceed $11,000 annually and undergo the corresponding medical examinations.   Foreigners must demonstrate income with a minimum taxable base of $500 per month, present a document proving their residence in Panama, and undergo medical examinations. This group contributes to the Disability, Old Age and Death, and Sickness and Maternity insurance plans.

Those who dedicate themselves exclusively to caring for their family must provide birth or marriage certificates that prove kinship, proof of address, and sworn statements attesting that they do not receive their own income and are financially dependent on another person. In cases of common-law unions, additional documents are required to verify cohabitation.

Employees of international organizations and diplomatic missions must submit an employment letter detailing salary, position, and start date of employment.

Self-employed taxpayers must submit certification of their business activity and a copy of their income tax return from the previous year.  Other workers covered by the law must declare their income and the economic activity they perform.  Independent tax-paying workers may submit their latest tax return with its payment receipt.  For general voluntary enrollees, the combined contribution rate is 17.86% of your declared monthly income.

Membership is not automatic. The CSS will review the documents, requirements, and medical exams before deciding whether to approve or reject the application.  Once your base income is established, you must maintain and pay on that same base for at least 3 years before you can request a change (increase or decrease) to your contribution amount

Visit the CSS Online Procedures Platform and look for the Asegurados Voluntarios section. You can fill out the dynamic form and upload your supporting documents in PDF format. You can also submit your physical paperwork package directly at the main CSS administrative offices in Panama City, or at designated regional CSS administrative agencies.
