Discounts for Retirees and Some Regulations of the Assembly are Vetoed by Panama President Mulino.
The bills that reformed the Organic Regulations of the Internal Regime of the National Assembly and that extended discounts to retirees were vetoed by President José Raúl Mulino. The two initiatives were sent back to the Legislature, presided over by Representative Shirley Castañedas.
The bills that reformed the Organic Regulations of the Internal Regime (RORI) of the National Assembly and that extended discounts to retirees were vetoed by the President. In a statement released Sunday, September 20, the Presidency of the Republic announced that the president—who is currently in New York to participate in the UN General Assembly—decided to return the initiatives to the Legislature. These are bills 594, which modifies and adds articles to Law 49 of 1984, which establishes the regulations of the Assembly, and 226 of 2025, which modifies and adds articles to Law 6 of 1987, on benefits for retirees, pensioners and senior citizens.
Regarding the project related to the RORI, it was reported that Mulino partially objected to it due to “reasons of unconstitutionality and inconvenience.” In total, nine articles of the text were objected to. Meanwhile, regarding the discount project, the president stated that, although initiative 226 pursues “a legitimate social objective”, its provisions violate what is established in the legislation and the Constitution. “Therefore, the president has found reasons of both inconvenience and unconstitutionality to object to the project as a whole,” the statement highlights.
