$177 Million Prison in Divisa Upsets Students and Farmers and the Community as a Whole

The new prison pictured below would have the capacity to house 3,000 inmates. On December 29, 2025, in the middle of the holiday period, ANATI issued a resolution by which it segregated and transferred to the Ministry of Government a 45-hectare plot of land for the prison.

The construction of a prison on land near the National Institute of Agriculture (INA) in Divisa has generated discontent among students, farmers, and neighboring communities. Opponents of the project believe the construction would negatively impact the area’s agricultural focus and question the suitability of the chosen site.


The first step in advancing this controversial project was taken while much of the country was immersed in Christmas and New Year’s celebrations. On December 29, 2025, in the midst of the holiday season, the National Land Administration Authority (Anati) issued Resolution No. ADMG-808-2025, which segregated and transferred a plot of land measuring 45 hectares and 2,786.31 square meters in Divisa to the Ministry of Government for the construction of the so-called Central Provinces Prison Project.
