Recent Cyberattacks on Panamanian Institutions are Blamed on China’s ‘Huawei’ by US Ambassador Kevin Marino Cabrera

‘Companies like Huawei and that type are not trustworthy’ says Kevin Marino Cabrera the United States Ambassador to Panama.  He emphasized the United States’ willingness to cooperate on cybersecurity.  Huawei smartphones are popular everywhere in the world, except in the US.  Part of the reason Huawei’s products have become so pervasive is because of its well-rounded product portfolio, which includes high-end smartphones. President Trump signed an executive order declaring a national emergency over threats against US information and communications technology. The US Commerce Department also added Huawei to the Bureau of Industry and Security Entity list, which means that any companies wishing to sell or transfer technology to Huawei must obtain government permission.  Google’s severed relations with Huawei means that the Chinese tech behemoth has lost access to Android software updates and that its phones sold outside of China do not have popular Google apps like the Play Store and Gmail. But Huawei’s phones have proven to be very popular around the globe, regardless of the fact that they’ve been difficult to purchase in the US. As the global smartphone market continued to decline, Huawei emerged as being the only smartphone vendor of the top three device makers to see its volumes grow.

Kevin Marino Cabrera the U.S. Ambassador to Panama, 35, fluent in Spanish and English, is a Cuban-American. Kevin arrived in Panama on April 28, 2025 as the United States Ambassador. As of March 2026, Kevin Marino Cabrera, got married to Panamanian Andrea Altamirano Duque. She is recognized as his spouse in social media posts featuring his public events in Panama.

He was previously married to Florida State Representative Demi Busatta Cabrera. Born and raised in Miami, Florida, he is a first-generation American and the son of Cuban exiles. Previously, he served as a Miami-Dade County Commissioner and a West Kendall Community Councilman. He studied political science, specializing in international relations. He is a member of the Republican Party and worked on Donald Trump’s presidential campaign. Center in the picture below is fellow Cuban-American Marco Rubio.

Marco Rubio is a Cuban American. Born in Miami, Florida, in 1971, he is the son of Mario and Oriales Rubio, who immigrated to the United States from Cuba in 1956. While his parents left before Fidel Castro’s 1959 revolution, Rubio identifies with the Miami Cuban exile community and has made his family’s story a key part of his political career.
