The President of the Republic, José Raúl Mulino, distanced himself from bill 491 by stating that the initiative does not have the support of the Executive Branch or the main entities linked to its implementation, such as the Ministry of Economy and Finance (MEF) or the Panama Maritime Authority (AMP). President José Raúl Mulino said that Bill 491—which proposes increasing the tax on shipping containers to finance pensions—”appeared without prior consultation” and does not have the support of the Executive branch.
