Odebrecht unaware of Casco Viejo heritage status
IN JUNE, 2011, the Calicanto Foundation presented a contentious administrative suit against Resolution 22 of the Administrative Court of Public Contracting.
The reason for the claim was that the Court rejected an appeal presented by Calicanto for annulment of the MOP’s decision to award the contract for the third phase of the coastal strip to Odebrecht.
The lawsuit was filed in the office of former judge Alejandro Moncada Luna now in El Renacer prison for unjust enrichment and falsifying public documents. With the departure of Moncada Luna, the file went to his deputy, now stand-in Abel Zamorano.
In November 11, 2014, Odebrecht filed a response to the application and, as proof of its accusations, supplied copies of the fourth addendum, whose existence was hitherto unknown.
In that reply, Odebrecht denies the designation of Casco Viejo as a World Heritage site by Unesco, in 1997.
“We are not aware, therefore we deny it,” replied Odebrecht to the Calicanto warning about the heritage value of the Old Town and the position of Panama as a signatory to the Convention for the Protection of the World Cultural and Natural Heritage.
Unesco, on numerous occasions, warned of the negative impact of Cinta Costera 3, on Casco Viejo and ordered it to suspend construction. of the viaduct.
The government of Ricardo Martinelli ignored the order.
