Panama has the most restrictive lockdown in the Americas and it is not working. As soon as Panama reopens the infection rate will rapidly rise again. The EU bragged that it had flattened the curve but now as they continue to reopen the infection rate is increasing. https://www.youtube.com/watch?v=38ql3nxbyxE&t=121s

So, Volunteer, your solution is to TRAIN people thru negative re-enforcement to comply — or else. What, are you a Nazi-German descendent? God help us from this ideology of Volunteer!

Its dictatorship is what it is. Its a dirty rotton bunch of control freaks that want to financially benefit at the expense of others. Does anyone really think that these so called flouters are trying to spread a virus on purpose? No. They just have things they need to do. It's not like they're going around and trying to be a Typhoid Mary. This crap is out of control.

This is a necessary step because the people can't learn, they mudt be trained through negative reinforcement.
