The Panamanian Government’s Secret Multi-Million Dollar Acquisition: State-of-the-Art Drones

This is one of the drones manufactured by Kraus Hamdani Aerospace, the new supplier to Panama’s Ministry of Security.

The US manufacturer Kraus Hamdani Aerospace (KHA) announced on July 14 that in June of this year it delivered to the Panamanian Public Force long-endurance unmanned aerial systems, called K1000ULE, its latest technology, which has also been purchased by the United States Armed Forces.  The FMS, according to its website, is a form of security assistance authorized by the United States Arms Export Control Act, through which Washington “can sell defense articles and services to foreign countries and international organizations when the President of the United States believes that providing defense articles and services will strengthen the security of the United States and promote world peace.”

The Panamanian government utilizes drones and has integrated them into its national security, border control, and law enforcement operations.  Specific branches utilizing this technology include:

  • National Border Service (SENAFRONT): Uses drones for border monitoring, security cooperation, and surveillance operations along border corridors.
  • National Police (Policía Nacional): Employs surveillance drones for crime monitoring, prevention, and tactical support during police operations.

Regulatory Framework: Panamanian drone legislation specifically accommodates government drone flights, exempting them from certain Remote ID and insurance requirements that apply to civilian or commercial users.
