Despite OFAC Sanctions State Owned Etesa Moved Into the Carretero Brothers’ Building

The state-owned Electric Transmission Company, SA (Etesa) completed its move to the PH Sky Business Center building, despite the fact that the members of the Carretero group who are owners of this building, located on Balboa Avenue were added last December to the Clinton List of the Office of Foreign Assets Control (OFAC) of the United States Department of the Treasury. 


The contract was approved by the National Economic Council (Cena) on August 8, 2025, four months before the brothers Ramón, Roberto and Vicente Carretero Napolitano were sanctioned by the United States.  


The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned the Carretero Napolitano brothers for their ties to the Venezuelan oil sector and for facilitating deceptive shipping practices and corruption that benefited the Maduro-Flores family regime.


The U.S. Government Detailed their Specific Involvement as Follows:

  • Ramón Carretero Napolitano: A Panamanian businessman sanctioned for engaging extensively in business dealings and petroleum ventures directly with relatives of Nicolás Maduro and Cilia Flores. The U.S. identified him as a key figure in the “narco-corruption structure” sustaining the regime.
  • Roberto and Vicente Luis Carretero Napolitano: They were designated for being the immediate adult family members of Ramón Carretero and were deeply tied to his assets, business network, and the corrupt management of Venezuelan state-owned oil.

These actions, primarily enforced under Executive Order 13850, were taken to financially cripple the illicit familial networks and deceptive shipping operations funding the Venezuelan government.
