Chiriquí Panama: The Representative of David Returns to Jail
Jorge Montenegro Vallarino, representative of the David Cabecera Community Board, is being investigated for the alleged commission of the crime of aggravated embezzlement.
The Superior Court of Appeals of the province of Chiriquí ordered the immediate provisional detention of Jorge Montenegro Vallarino, representative of the Community Board of David Cabecera, thus revoking the house arrest that had been previously granted to him. The official is being investigated for the alleged commission of the crime of aggravated embezzlement, related to a financial loss exceeding 4.4 million dollars. At the hearing held on Wednesday, April 8, 2026, Judges Carlos Valentín Rivas Alarcón (rapporteur), Jackeline Montenegro, and Carlos Daniel Fajardo Morales decided by majority vote to overturn the measures imposed on March 31.

The court determined that pretrial detention was the most proportionate measure due to the seriousness of the offense and the procedural risk of compromising evidence. Although the defense, led by attorney Carlos Carrillo, appealed to the defendant’s health condition, the report from the Institute of Legal Medicine and Forensic Sciences was decisive. The forensic doctor indicated that Montenegro Vallarino’s health could be managed within the prison with the appropriate permits for external evaluations. The criminal case against the representative, a member of the Democratic Revolutionary Party (PRD), is based on an audit by the Comptroller General of the Republic.
The report details an alleged embezzlement of funds earmarked for social programs between 2019 and 2024, in what has been dubbed the “parallel decentralization” case. The Public Ministry’s representation, led by anti-corruption prosecutor Alia Suleimán, successfully argued for the necessity of the arrest given the existing risks. Montenegro Vallarino had surrendered to the authorities on December 23, after the arrest warrant against him became known. With this new ruling from the Court of Appeals, the official must be immediately transferred to the Llanos de Icaco penitentiary in Chiriquí, where he will remain while investigations continue into the multi-million dollar embezzlement of the Panamanian state.
