Herrera’s Great Promise is in Castañeda’s Hands: Reform of the Internal Regulations

In the halls of the National Assembly, there is a palpable mix of tension and urgency. The approval of the internal regulations, a measure the public is demanding, seems to have stalled, blocked by discussions that extend far beyond the articles and paragraphs.  Deputies from various political parties were consulted, but the responses regarding the future of the internal regulations in the next 30 days left a vague and uncertain picture. Some members of parliament are appealing to the will to move forward; others admit that consensus is still a long way off. All this is happening as the ordinary session concludes on April 30.


Jorge Herrera is a National Deputy for the Partido Panameñista, Panamanian historian, lawyer, geographer, and political scientist. He represents the independent circuit 2-4 in Coclé Province. He is the current President of the National Assembly of Panama and has previously served as President of the Asociación de Municipios de Panamá (AMUPA) and the Federación de Municipios de Centroamérica y el Caribe (FEMICA).
