ACODECO Reminds Retirees of Benefits and Reports Non-Compliance Regarding Discounts of up to 50%
The Consumer Protection and Competition Defense Authority (Acodeco) reported that, between January and February 2026, 93 cases of non-compliance with the benefits established in Law 6 of 1987, which regulates discounts for retirees, pensioners and senior citizens, were registered. For these offenses, the entity has imposed 12 sanctions in the first instance, totaling $16,000. If you are not receiving your Jubilado discounts, the businesses in question should be notified of your intentions to report them to ACODECO. It’s the law and in your favor.
Panama’s Pensionado Visa offers legally mandated, lifelong discounts for retirees over 18 with a lifetime pension of $1000+ monthly. Key savings include 50% on entertainment, 25-50% on hotels (Mon-Thu), 25% on utility bills/airfare, 20% on doctors/restaurants, and 15% on dental/hospital bills. These discounts apply to both citizens and foreign residents.
Key Pensionado Discounts (Legally Mandated)
- Entertainment & Recreation: 50% off movies, concerts, and cultural events.
- Travel & Transportation: 50% off hotel stays (Monday–Thursday), 30% on weekends. 30% off bus, boat, and train fares. 25% off airfare originating in Panama.
- Healthcare & Medical: 20% off doctors and specialists. 15% off hospital services (if no insurance applies). 15% off dental and eye exams. 10% off prescription medications.
- Utilities & Services: 25% off electric, telephone, and water services.
- Dining & Entertainment: 20% off restaurant meals and 15% off fast food.
- Financial & Legal: 1% lower home mortgages. 50% off passport fees.
- Import Exemptions: One-time tax exemption for household goods up to $10,000 upon moving. Tax exemption on importing a new car every two years.
How to Access Benefits:
These discounts are enforced by ACODECO (Panama’s Consumer Advocate). To receive them, you must have your Pensionado Visa (Cedula) and present it to businesses.
- Tip: Some hotels and businesses might not immediately offer the discount; ask for the Jubilado rate directly.
- Tip: Utility discounts only apply to the bill if it is in the name of the retiree.
