A Panama Tender in Tocumen Airport for $967,000 is Halted
The contract was for waste management in the passenger and cargo areas of the country’s main airport. In less than a month, Public Procurement suspended two public tenders in Tocumen following complaints from interested companies.
The General Directorate of Public Procurement (DGCP) suspended a $967,626 tender promoted by the Tocumen International Airport for solid waste management. The suspension was ordered by a resolution signed by the Director General of Public Procurement, Javier Marquínez, after Panama Waste Management, SA, one of the seven companies interested in the contract, filed a claim against the tender specifications.

The General Directorate of Public Procurement (DGCP) is an autonomous government entity in Panama responsible for regulating, interpreting, supervising, and advising on the state’s contractor selection procedures. It centrally manages PanamaCompra (the Electronic Public Contracting System), bringing transparency and efficiency to government purchasing. Key functions and resources of the DGCP include:
- PanamaCompra Portal: The official platform where state institutions publish government tenders, procurement acts, and framework agreements. As mandated by the Public Procurement Law (Law 22 of 2006), state entities are required to submit procurement proposals and manage purchases electronically through this system.
- PanamaCompra en Cifras: A data hub managed by the DGCP that publishes open contracting data, allowing citizens and suppliers to track the entire lifecycle of public infrastructure and purchases.
- Policy & Regulation: The DGCP formulates policies to modernize purchasing processes, boost sustainable public procurement, and ensure open competition among state suppliers. For active public tenders, bidding guidelines, or to contact their team, visit the official PanamaCompra portal.
