Former AIG Director Luis Oliva Has Been Arrested Again
In August 2025, Oliva was arrested along with Budy Atie as part of an investigation into alleged irregularities in the management of the Listo Wallet platform.
A Panamanian judge ordered provisional detention for former Authority for Government Innovation (AIG) director Luis Oliva on May 31, 2026. The Panamá América Judicial reported that the measure was requested by the Anti-Corruption Prosecution due to an ongoing investigation into alleged unjustified enrichment.
Arrest Details

Oliva, who led the AIG during the Laurentino Cortizo administration, was initially apprehended by the National Police in a beach area in Coclé province. At the time of his arrest, he was already facing separate court-ordered measures—including travel restrictions and periodic reporting—related to a previous investigation concerning irregularities in the “LISTO” digital platform used for social programs.
