The original idea was to obtain the funds for retirees through companies involved in the telecommunications sector, but it later mutated and ended up placing the responsibility on the port sector.

It is proposed that, in order to equalize pensions, an additional contribution of $1.50 be imposed for each TEU that enters the national territory through the ports.
