Panama City Mayor Issues Decree Establishing Measures for Carnival

The Mayor’s Office of the District of Panama issued Mayoral Decree No. 003 of 2025, which establishes rules and regulations for the celebration of Carnival 2025 in the city. According to the decree, the activities of the “Carnival Festival” will be held on Cinta Costera 1 and Avenida Balboa, from the 3 de noviembre viaduct to Avenida Ecuador, in Bella Vista. The activities will begin on Friday, February 28 at 9:00 a.m. and will end on Wednesday, March 5 at 12:00 p.m. The Mayor’s Office reported that the activities will be held at the following times:
Friday, February 28: Evening events from 6:00 p.m. to 4:00 a.m.
Saturday 1st, Sunday 2nd, Monday 3rd and Tuesday 4th March:
Daytime events (main stage, culecos and tropical tent) from 10:00 am to 4:00 pm
Commercial activities from 10:00 am to 5:00 pm
Night events from 6:00 p.m. to 4:00 a.m.
In addition, the sale of alcoholic beverages will be permitted in the festival area from February 28 to March 4, up to one hour before the closing of the main stage at night.
Prohibitions During Carnival
The decree establishes various prohibitions to ensure security and order, including: Actions that violate morality and good customs.
1-Use of coloring substances to dye or dirty people.
2-Use of whips, syringes or other coercive mechanisms to demand money.
3-Throwing flour, chemicals, streamers or confetti that may cause harm.
4-Use of costumes similar to security uniforms or public institutions.
