Fourth Canal bridge bid has weakest tech proposal
An analysis of the technical report prepared by the commission evaluating the bidding of the fourth bridge over the Canal reveals that the technical proposal of the Panama Fourth Bridge consortium is the weakest of the three that were analyzed.
The report warns of a series of studies that were not incorporated. The company, for example, eliminated the direct flow of traffic between the fourth bridge and Avenida 3 de Noviembre reports La Prensa.
The commission concluded that the proposal “has a low level of detail, does not evidence and clearly identifythe critical points of the project, does not improve the conceptual design …”. In its opinion, “there is no evidence of study and investigation, considering it the same as high risk”.
The consortium, made up of the firms China Construction Communications Company and China Harbor Engineering Company (CHEC), received the worst technical score of the three proposals that were analyzed, but it was the winner of the public bid.
The Ministry of Public Works said that if the contract is awarded, the group will have to adapt the project to what was indicated by the commission. The consortium has indicated that it will act in accordance with the specifications.
