Presidential bullet dodging unconstitutional
PANAMA ADMINISTRATION Prosecutor Rigoberto González has asked the Supreme Court declare “unconstitutional” an article of the criminal procedure code which sets a deadline of two months to investigate the president.
In a petition to the court, González says the article (470) violates articles 22, 32 and paragraph 4 of article 220 of the Constitution. At the same time, he argued that the constitution mandates that the law should treat people equally, and that the deadline should be six months, which is the current limit for other citizens, reports La Prensa.
In November 2015, President Juan Carlos Varela filed an appeal before the Supreme Court to declare four articles of a bill passed the previous month to be unconstitutional. That law set a deadline of four months to investigate the president, National Assembly deputies and judges of the Supreme Court.
