OFF THE CUFF: Truth or dare time for Chichi Obarrio

THE HIGH ROLLING and lavish spender Adolfo “Chichi” De Obarrio, who at 28 became the favored personal secretary of ex-president Ricardo Martinelli, is now in the eye of the storm in the National Assistance Program (PAN ) scandal.
The Second Anti-Corruption Prosecutor ordered the investigation of de Obarrio for his alleged involvement into the irregular purchase of dehydrated food for a Ministry of Education program foods, through the APN, reports La Prensa.
Anti corrruption Prosecutor Vielka Broce ordered the inquiry on Tuesday afternoon, January 27, soon after Obarrio’s lawyer revealed that her client was in the United States
The investigation was initiated following the award of a $45 million contract to the company Lerkshore International Limited. This process also includes the former director of the PAN, Giacomo Tamburrelli, and businessman Ruben De Ycaza.
De Obbarrio will face some tough questioning as two key witnesses, one of whom has confessed have both described him as the Martinelli messenger boy.
Former PAN boss Tamburrelli, who is charged with the commission of offenses against public administration, has stated that orders for the purchase came from Martinelli, through De Obarrio.
Tamburrelli’s successor Rafael Guardia,  is also being investigated investigated over millions of dollars of   irregularities during the government of Martinelli said he acted on orders from Martinelli and his private secretary whom he recognized as his”boss”
