Radar contract extended 2 weeks before Mulino left

TWO WEEKS before he handed over the reins to his successor in the new government, then Minister of Public Security Jose Raul Mulino added 9 months to the time agreed to complete the scandal ridden radar project..
He added an addendum to the contract with Selex, which authorized the company to deliver the project on December 31 2014, instead of the agreed date of March 2014. 

The company claimed several reasons for the delay, reports La Prensa.
For example, the company went through a year of internal reorganization, just as the Italian authorities discovered that Finmeccanica had a “black box” fed with overruns, to pay bribes to foreign officials.
Mulino justified his actions arguing that there were also problems installing radars in places, citing the case of Guna Yala, where they were rejected by indigenous authorities.
“The proximity of the [new] government had nothing to do wit it. … I ordered the addendum, because each radar had to calibrated according to the requirements of each coastline.” he said.
Mulino also revealed that Alejandro Garuz , aclose associate of ex–president Ricardo Martinelli handled this project from the start on the direct orders of Martinelli.
“This issue has been a torment for me under the weight of bad reviews, I have never been one to pass the buck to other, ” said Mulino, after emphasizing that he always knew that was not the favorite minister of the government or the media.
