An unauthorized Martinelli gift

A TUESDAY announcement by President Ricardo Martinelli , giving a pension increase to some pensioners had not been authorized by the board of the Social Security Fund (CSS). 

The increase would cost the cash strapped CSS $14 million a year, and according to the rules is an initiative that has to come from, the CSSauthority

"Let's give up $ 30 to all retirees who are on the minimum pension," Martinelli said Tuesday at a ceremony in Chepo.
Rafael Medina and Abel Vergara, board members, said that the increase would have to come from the reserves of the CSS and that has not been authorized,reports La Prensa
