Lawyers with no degrees in National Assembly

There are legislators in the National Assembly claiming to be lawyers, but who have not obtained law degrees. 

José Luis Varela, President of the Assembly made the statement on RPC radio, after announcing in the Assembly that there would be no major staff layoffs.
During the first round debate on a law to amend the rules for civil servants in the legislature Varela said employees could rest easy, but warned that irregularities . had been found in the issuing of certificates of suitability.
Since the new government took office there have been a series of revelations ranging from the discover of what some called a “love nook” behind the office of the former Assembly leader, to videos of sex acts involving legislative staff.
The government has promised to eradicate “botellas”,( nonexistent jobs for which insiders and relatives received salaries).
