Getting Off the EU Tax List. Von der Leyen Highlights Panama’s Progress.

European Commission President Ursula von der Leyen highlighted Panama’s progress towards joining Annex 2 of the European Union’s (EU) tax list on Tuesday during a meeting with President José Raúl Mulino in New York. The meeting took place on the sidelines of the United Nations General Assembly. Von der Leyen congratulated Mulino on the measures adopted by Panama, including the approval and implementation of the Law on Economic Substance. “Every time we meet there is progress,” Von der Leyen said during the meeting.
The President of the European Commission also inquired about the progress of sustainable energy and transport projects that are part of the EU’s Global Gateway strategy. These include the modernization of the ETESA electricity grid, a project financed by the European Investment Bank. During the meeting, Mulino asked the Minister for Canal Affairs, José Ramón Icaza, to present the progress of the projects being developed by the interoceanic waterway, including the Río Indio reservoir, two new ports, a logistics corridor and a gas pipeline. The leaders also discussed the impact of the El Niño phenomenon and its effects worldwide. At the end of the meeting, Mulino invited Von der Leyen to the Panama Economic Forum, organized by the development bank CAF and scheduled for January 2027.
