9 Years after they Confessed to Bribery at Blue Apple they Continue to Accumulate Millions in Contracts
The businesspersons pictured below, from left to right, Carlos Cerdas (Constructora Meco), Alberto Jurado (Bagatrac), Juan Alexis Rodríguez (Constructora Rodsa) and Eduardo Di Bello (Ingeniería REC), admitted to the prosecution the payment of millions of dollars in bribes in the Blue Apple case, during the administration of Ricardo Martinelli.
Nine years after admitting illicit payments in the Blue Apple case, construction companies such as Meco, Bagatrac, Rodsa and Ingeniería REC continue to contract with the State and accumulate millions of dollars, either through tenders or through direct contracts due to the state of emergency, especially in the Ministry of Public Works (MOP). In 2025, one of these companies was also among those favored with 17 direct contracts awarded in just two days —February 11 and 12— for $10.6 million, under the environmental emergency figure, for the rehabilitation of roads and the construction of wattle and daub in the Ngäbe Buglé region.
