Three Criminal Complaints Against Revisalud have been Filed by the Municipality of San Miguelito
The municipality maintains that these actions could constitute a crime against natural resources. Meanwhile, the fraud complaint alleges that the company collected payment in advance for services corresponding to January 2026; it was also sued for money laundering.
San Miguelito: The Municipality of San Miguelito filed three criminal complaints this Tuesday, January 20, against the company Revisalud for alleged environmental crimes, fraud, and money laundering, following a series of irregularities in the solid waste collection service that, according to the authorities, directly affected the health, environment, and economic assets of the residents of that district.

The legal action was filed by the municipal administration headed by Mayor Irma Hernández pictured above, against those responsible within the company Recicladora Vida y Salud – Revisalud San Miguel, SA, especially directors or people with decision-making power. According to the content of the complaints, in recent months there were numerous complaints from residents about reduced frequencies, routes without coverage and prolonged delays in garbage collection, without municipal authorization or administrative justification for these changes.

This decrease in service, in terms of the possible existence of an environmental crime, caused the prolonged accumulation of waste in communities, public spaces and drainage areas, generating bad odors, proliferation of vectors and a real risk to public health and the environment, especially during rains, according to the complaints filed. According to the complaint, despite being fully informed of the critical situation and the warnings from health authorities, the company unilaterally reduced the collection service during December 2025, without taking measures to avoid or mitigate the pollution generated.

The municipality maintains that these events could constitute a crime against natural resources, as defined in Article 399 of the Penal Code, and they point to an economic loss of one million dollars due to the damage caused. The situation led the Ministry of Health to declare a State of Health Alert in the district, through Resolution No. 003 of 2024, after inspections carried out in seven of the nine townships, where the seriousness was confirmed due to the large amount of garbage in the open air, leachate and unsanitary conditions.

An official technical report concluded that the company failed to comply with environmental and health regulations, as well as the obligations established in its concession contract, even recommending the definitive termination of the contract. Meanwhile, the fraud complaint alleges that the company charged in advance for services corresponding to January 2026, while simultaneously reducing garbage collection. These charges were allegedly made “without municipal authorization,” directly impacting taxpayers.

The situation generated strong public discontent, extensive media coverage, and led the President of the Republic to publicly acknowledge the risk of a health crisis, ordering the temporary intervention of the Urban and Domestic Cleaning Authority (AAUD). Revisalud ended its 25-year garbage collection contract with the Municipality of San Miguelito on January 18, amid questions from citizens and local authorities.
