OPINION: Justifying the comptroller’s incompetence
The comptroller has been in office for 25 months, time enough to realize the brazen dispossession carried out by mayors and representatives through the self-assignment of income, which in some cases has reached $14,000 per month, much higher than the comptroller’s own income. If in his opinion, such disbursements were not justified, he has had to try to get the Supreme Court to declare them illegal. But accrediting such payments arguing that they have been made for 15 years and that they increased in the administration of his predecessor and the Administration Attorney, is not an excuse. But, in fact, his predecessor tried to stop these payments through a nullity lawsuit against an agreement of the Municipality of Arraiján, that –if it had been resolved in their favor– would have served as a precedent to eliminate mobilization expenses as a fixed cost from municipal budgets. Such a position was supported by the other official mentioned by Solís: the Administration Attorney, who recommended the annulment, due to his non-attachment to the rules of budget administration, but the Court did not resolve the lawsuit.
