Panama Is Ready for AI. Now It Needs Someone to Build It.

How businesses in Chiriquí are offloading repetitive office work to AI employees — and why the local talent gap matters.

Panama has made its ambitions clear. In July 2025, the government launched its first National Artificial Intelligence Strategy. Public opinion is firmly behind it — a 2025 SENACYT survey found that 69.4% of Panamanians view AI favorably. Latin America and the Caribbean already account for 14% of global traffic to AI platforms and rank third worldwide in downloads of generative-AI applications. Panama wants in.

But ambition is one thing; capacity is another. Panama ranks 11th of 19 Latin American countries in the regional AI Index (ILIA 2025) — an “adopter,” not yet a leader. The country invests just 0.16% of GDP in research and development, roughly half the regional average. It counts about 71 active AI researchers, against a regional average above 1,200, and holds two AI patents to a regional average of 160. UNESCO’s recent readiness assessment put a fine point on it: Panama is using roughly 0.4% of an AI opportunity worth an estimated 2.1% to 4% of annual GDP.

In plain terms: Panama is enthusiastic about AI, but has almost no local capacity to actually put it to work for the businesses that need it most. That gap is exactly where we operate.
