19 Panamanians Involved in the Russia-Ukraine War: Minister of Security Frank Ábrego Confirms and Halts Local Recruitment Attempt

Following the opening conference of the Panamax 2026 exercises, Public Security Minister Frank Ábrego revealed that at least 19 Panamanian citizens are currently participating as combatants in the armed conflict between Russia and Ukraine. The minister addressed several priority national security issues, including border control and attempts to recruit members of the security forces. 

Naval Air Service

Ábrego referred to the specific case of a unit within the Naval Air Service that requested leave with the intention of joining a foreign conflict. “The Director of the Naval Air Service, De Gracias, reported on a unit that had requested leave to enlist or go to one of these two countries—Russia or Ukraine. Indeed, what we did immediately was present the case to a social worker and a psychologist, and the individual withdrew the leave request and remains in our ranks,” the minister explained. 

The minister indicated that the Public Ministry, through the Attorney General’s Office, opened an investigation file to clarify the operations of a network that allegedly recruits people in Panama and other countries in the region to operate as contractors or mercenaries abroad.  Three people are currently under investigation in Panama in connection with these activities.

In response to recent alerts and speculation regarding border security, Ábrego dismissed any imminent risk of mass migration to the isthmus and urged the public to exercise caution: “There is no information whatsoever to suggest any kind of mass immigration to the Republic of Panama… I believe we must try to avoid spreading fear,” he emphasized, highlighting the ongoing work of security forces and judicial authorities in protecting the country.
