Panama Prepares for October Review of EU Lists: Restrictions on European Companies Remain in Place
Panama City: The President of the Republic, José Raúl Mulino, indicated through his social networks that the Government anticipated that Panama would not be removed from the list of non-cooperative jurisdictions in tax matters of the European Union in this review, and that therefore the working team is prepared for the next evaluation scheduled for October. “Although we knew that in this EU review we would not be removed from the list and we prepared for the October review,” the president said in his message posted on the X platform. This statement by President Mulino complements the information previously released by the Ministry of Economy and Finance (MEF), which confirmed Panama’s continued inclusion on the list following the update announced by the European Union.

National authorities indicated that this situation was as anticipated and is part of the regular review process carried out by the European Union in accordance with its internal procedures. The Ministry of Economy and Finance (MEF) announced in a statement issued on February 16, 2026, that the Government maintains ongoing dialogue with both national stakeholders and European authorities. Throughout this process, the country continues to strengthen its fiscal transparency framework and international cooperation to meet the standards required by international organizations. The Ministry expressed its confidence that the progress made to date and that which is currently underway will allow Panama to be removed from this list in future reviews.
