The Panama-David-Frontera Train May be Financed by Japan’s Mizuho Bank

Japanese bank Mizuho Bank, Ltd. has expressed interest in financing infrastructure projects in Panama, with the Panama-David-Frontera train being the most emblematic. During a strategic meeting held in New York with representatives of Mizuho Bank, Ltd., President José Raúl Mulino emphasized the important infrastructure projects currently being implemented by his government. The president highlighted the project to rescue the Cerro Patacón landfill with new recycling technology, the rehabilitation of the Inter-American Highway, and the flagship project, the Panama-David-Border train, as key elements for the future of Panama’s logistics infrastructure.

It was reported that this train will be a system for transporting commercial cargo and passengers that will connect not only Panama but also the rest of Central America. Future Panama Canal projects were also discussed at the meeting. For his part, Mizuho Bank CEO Shuji Matsuura stated that the purpose of this global corporation is to explore strategic financing priorities for Panama and identify innovative long-term solutions that support the country’s infrastructure and development agenda. They highlighted that Mizuho Bank is one of Japan’s largest financial institutions, with a strong global presence.

Matsuura noted that this allows Mizuho to be uniquely positioned as a competent and reliable partner in advancing Panama’s development goals. “Our experience in structuring complex, large-scale infrastructure financing in emerging and developed markets allows us to offer customized, high-impact solutions,” emphasized one of the Japanese bank’s top representatives. The Mizuho Bank executive also congratulated Panama on assuming the presidency of the United Nations (UN) Security Council for August 2025. “This important leadership reflects Panama’s growing influence and commitment to multilateral diplomacy at the global level,” Matsuura said.
