Panama’s Bocas del Toro: No Electricity, Few Supplies, and 28+ Arrests Made

Despite Operation Omega, many checkpoints still remain closed between Chiriquí Grande and Almirante, in the province of Bocas del Toro.  Authorities cleared several areas, but there was resistance. Some protesters attacked journalists. The use of helicopters,1300 officers, and heavy equipment has been key to progress. It is estimated that it will take at least 4 more days to clear the roadways and bring about order in the community.


Panama’s Leader of Sitraibana Francisco Smith was arrested and Taken to Changuinola.

The leader of the banana workers in Bocas del Toro, Francisco Smith, was arrested this Sunday, June 15, by authorities.  Smith is being investigated following several complaints filed against him. One of them was recently filed by lawyer and journalist Senén Briceño, who requested that he be prosecuted for alleged crimes against public security, common crimes, crimes against means of transportation, apology for crime, and crimes against the internal state. These accusations are related to the roadblocks that have kept the province isolated by land for more than a month.  The union leader was transferred to Changuinola, Bocas del Toro, where he will be held accountable before prosecutor Joseph Navas, who issued the arrest and detention order.

Operation Omega: 28 Arrested for Blockades and Riots in Bocas del Toro

Some 28 people have been arrested since the start of Operation Omega, launched to restore free movement in the province of Bocas del Toro, Public Security Minister Frank Ábrego announced during a press conference on Sunday, June 15, 2025.  Around 1,300 officers from various security forces, deployed in 88 vehicles and vessels participating in the operation, are saying that will take up to four days to reopen roads in Bocas del Toro.
