Reaction to charges for parking in Parque Omar

 

The administration of the Omar Recreational Park reacted Friday, October 14, after the controversy generated as a result of an Executive Decree that establishes charges for the use of parking lots.

According to the administration, an Executive Decree of October 4,  establishes the possibility of implementing a rate regime for the parking lots of Parque Omar after the first two hours of use.

They allege that this possibility is due to the “constant complaints from users who cannot find parking spaces due to the abuse of people who leave their vehicles all day to go to work in nearby places, preventing our users from finding parking spaces in a timely manner.”

Earlier, TVN Noticias reported on the measure, which has generated annoyance among the residents of San Francisco, and those who come daily to exercise, recreate, and spend a pleasant time with their children.

The pre-candidate for representative by free application,  Narciso Arellano, denounced the publication of the decree that was unknown to the users of the park.

He explained that article 16  of the decree indicates that the maximum term of lease contracts will be one year and rents will be subject to annual increases in case of renewal.

For Arellano, this article creates a problem of legal uncertainty in the midst of economic recovery.

Article 10, establishes that the management of the park with the approval of the Secretariat for the Coordination of Community Affairs may establish a rating system for the use of parking that exceeds two hours of use.

In Arellano’s opinion, administrative activity when it is carried out in a discretionary manner must be subject to parameters and when there is an Executive Decree that says that the authority may charge for the use of parking lots, in a public place and perhaps the most important park of the city, it is worrying, especially if they do not establish parameters.
