Line 2 extension tender on hold
The apparent golden pathway to yet another multi-million dollar project by the Odebrecht scandal wrapped construction company has been temporarily blocked.
The General Directorate of Public Procurement has ordered the suspension of the tender of the branch line of the Panama Metro (To Tocumen International Airport) after admitting a claim presented by one of the participating consortiums.
The Línea Aeropuerto consortium, composed of OHL and the Portuguese Mota / Engil, filed a claim against the public act convened by the Metro de Panamá, SA for “omissions of substance and form” of the report of the Evaluation Committee and the opening of envelopes.
In that act, the Line 2 Ramal Consortium obtained the highest technical score. It is made up of the Spanish FCC and Odebrecht, which confessed to having paid bribes to Panamanian officials and owes a fine to the State of $220 million, specified in a collaboration agreement in 2017.
