City to decide fate of court nixed project

THE DECISION  over the future of a Bella Vista construction project now rests  with the city  after The Supreme Court has annulled two resolutions of environmental impact studies.

The studies were approved for the P.H. Scala project which has been opposed by residents in the El Carmen district.

The ruling means that the Municipal Commission of Works and Constructions will evaluate the project to determine if it will be allowed to continue.

The decision annulled the studies done in 2009 and 2011 by the former National Environmental Authority (ANAM).

According to the decision of the court, there were a series of irregularities surrounding the studies, including the lack of a public forum about the project.

It also found that work  did not start within the two-year time frame allowed for the project.
