Troubled Casco Viejo project loses permit
A CONSTRUCTION project in Casco Viejo that has bedeviled heritage defenders, residents, the courts and apartment purchasers since 2009, had had its construction permit suspended.
The Department of Works and Constructions of the Panama City Mayor’s Office has informed the owners of PH Plaza Independencia, of the suspension.
The decision was based on a ruling from the Supreme Court that found the project violated standards of historical heritage.
Gonzalo Barrios, director of Works and Construction, said there is now only security at the site.
Urban planner Gerónimo Espitia said that the most logical thing would be to knock down the parts of the project that are in violation.
Owner Rodney Zelenka said he does not understand the decision, saying he has made a significant investment in the area.
“We hope that legal security and due process are principles which apply in daily living and not only in the court,” Zelenka said. “The project complies with the rules and represents an effort to enhance this historic area.”
