Shadow government member challenges removal
A MEMBER of the Ricardo Martinelli created “shadow government ” the decision to shorten her appointment.
In a report published this month, National Transparency Authority Director Abigail Benzadón said that it is a mistake to make the appointment of the head of the agency run parallel to the term of a president, because it “belies or departs from good practices and results as evidenced in other countries.”
She also asked that the agency continue to be a “decentralized institution of the state with full administrative autonomy and independent in the exercise of its functions.”
On Oct0ber October, the National Assembly passed a bill to remove the “shadow government” put in place by the previous administration, which included the appointment of a number of officials whose term extendended into the current government. including Benzadón.
Benzadón was appointed to her position in May 2013 for a period of seven years. Prior to her appointment, she was secretary of the National Council of Transparency, which was under the umbrella of the Ministry of the Presidency.
That agency was made an autonomous entity by the government of Ricardo Martinelli.
