Justice Commission wants new public safety policy, repeal of law protecting cops

THE JUSTICE and Peace Commission has called for a state policy on public safety, after a series of events in which people have been killed by members of the National Police.

The Commission, in an October 24 statement expressed its support for the voices calling for the repeal of Law 74 of October 29, 2010 – which does not allow members of the police to be detained while being investigated for the use of force , and to " stop the practice of pardoning the police involved in cases where abuse and excessive force has been demonstrated."

The statement says that the experience of many countries , including Panama , has shown that security is not guaranteed with the "magnification of war" with the number of agents, or arbitrary measures with the aim of ruling the people with fear and moving to return to a model already suffered in previous years.
The communique warns of the urgent need to develop a state policy on the security issue , agreed with the various sectors of society, with a comprehensive and long-term , transparent, accountable , without bias respecting human rights imperative . "
The statements follows the killing of two kids by National Police in San Carlos .
