Bidding plan for building of new childrens hospital
THE BIDDING process Panama’s new Children's Hospital (Hospital Del Nino) has been opened by the Ministry of Health (MoH ).
The call in the portal panamacompra.gob.pa is, for the study , design, development of plans, construction and financing of the hospital.
According to the specifications, the hospital will have high complexity services to meet the needs of children , and provide the city with a new hospital architecture of the highest quality, and create specialized spaces for patient care and for their relatives.
It will be a a best value tender with separate evaluation, so that the price of the work will not be known until the envelopes containing the proposals of the candidates are opened.The specification requires contractors to have more than $300 million experience in hospital construction in the past 10 years.
The delivery of the project is three years, so that new facilities could be used by the end of 2016 .
The buildings will be built on two lots on Avenida Balboa. One of them is the former site of the U.S. Embassy , a building that was demolished by the government of Ricardo Martinelli , The government plannea financial tower of more than 60 floors to house public and private offices and with a a presidential lounge on the highest floor.
The Ministry of Economy and Finance awarded a contract for $7 million to the architectural firm Mallol & Mallol for the development of plans . The architect’s design included a tower spreading into the grounds of Santo Tomas Hospital.
Public opposition led to the killing of the project and the decision to use the land for the new hospital.
The project will add to the list of " turnkey " projects to be paid in full by the next administration.
The specification says that " it is the responsibility of the contractor to get and process the total project financing ."
The state’s first payment will be made on September 30, 2015 and the last on September 30, 2019 .
