Cabinet to meet on Mulino resignation, no crisis –Martinelli
The resignation of Panama Security Minister Jose Raul Mulino will be addressed by the Cabinet next week says

De Lima, got his present post after the last high profile resignation of Finance Minister Alberto Vallarino, following the removal of Juan Carlos Varela as foreign minister, a move that led to the dissolution of the CD-Panamenista governing coalition.
Mulino irrevocably resigned the post of security minister after controversy arose between him and the National Police director, who argued against a bill endorsed by Cabinet that sought to create of a single office of internal affairs. Mulino considered his subordinate violated the democratic system through illegal and unconstitutional actions.
