On-off, on-off minor accident report system partially on

A year after it was first approved the legislation on minor accident reports will come into effect on Thursday March 3, 2011, says Panama’s transport authority (ATTT).

The new reporting mechanism, requiring drivers who agree on responsibility,  to fill in traffic reports at the scene of the accident has had numerous hiccups  and delays along the way, until the authorities decided to consult with the insurance industry.
What will not go into effect says the ATTT are fines for breach of an Executive Order issued in May 2010 covering minor traffic accidents on public roads.
The Law (21) says for example, that drivers involved in minor accidents must remove their vehicles from the road where the collision occurred, or face a fine of $50.

Critics have pointed out that in Panama’s crowded streets, with cars parked illegally on both side of the road, there is no place to move the cars,
The ATTT, says drivers will have a 90-day grace period to get used to the new regulations, while the authority conducts an educational campaign.
