No POW comforts for Noriega in Paris hell hole

Panama’s Archbishop, José Domingo Ulloa, said on Wednesday, "forgiveness is not exempt from justice."

He was referring to former Panamanian dictator, Manuel Antonio Noriega now incarcerated in one of the worst prisons in Europe, previously condemned buy Human rights organizations dor its low standards.
"We have to keep in mind that I can forgive, but I have to seek justice," said Ulloa.

 When questioned on the extradition of Noriega to France, Ulloa stressed the importance of "healing wounds".
"For some it will be difficult, but the faithful must have the ability to forgive," said the archbishop.

Ulloa said he understands the reality of many families who have been injured by the military dictatorship. But he insisted that forgiveness heals the wounds.

Noriega, 76 years old, is currently in prison La Santé (The Health) built in 1867  in Paris.

The former dictator was extradited from the United States on Monday.
He is housed in one of 15 VIP cells, but VIP  is only in relation to the rat infested main prison where prisoners sleep four to a room and have access to cold showers only twice a week.

During World War II, the prison was used to hold both common criminals as well as opponents of the German occupation. On Bastille Day, 1944, as Allied forces were approaching the city, the prisoners revolted, an insurrection that was put down with great brutality and loss of life. 
In 2000, the head doctor of the prison, Veronique Vasseur, published a book  denouncing  the conditions,  filth, illness, rape and prisoner slaves. The book  shocked . the public and prompted parliamentary evaluation.  As in Panama prisoners, often spend months in jail, awaiting investigation
Noriega whose name has been added to the list of "famous" prisoners that have been housed there, will not have the “Prisoner of War” comforts he enjoyed during his 20 years in a minimum security prison in the US, where he had television and access to a fax maxhine and phone.

Among the other inhabitants is Ilich  Ramirez Sanchez,an assasin,aka Carlos the Jackal.

A local judge ordered his imprisonment, as he was an escape risk, pending trial on money laundering charges.
