Supreme Court President calls for constituent assembly
Harley Mitchell, President of the Supreme Court has called for a "special constituent assembly."
He said on the RPC television program, Face to Face:"We have to expand the organizational structure of the (judicial) institution."
Among the topics to be considered was "he way judges are elected" to the Supreme Court. Mitchell, declined to state his position on the issue, saying that time would tell.He said the time was ripe for a "judicial review of the structure."
A recent poll showed that 90 percent of Panamaninas believe the present system should be changed. Recently recently . two judges chosen by the President were elected after 71 others had been reviewed by a select committee.
The structure of the judicial system, the method of administer justice, and the budget structure, all needed reviewing.
"We have to go to a more specialized justice, we need specialized courts, for example in trade," he said.
He added that, in addition to promoting changes in the structure the goal was to focus on efforts at prevention.
