Virna Luque was appointed vice minister of the Presidency by the president-elect, José Raúl Mulino.

Virna Luque, who will accompany the designated minister, Juan Carlos Orillac, has a degree in Law and Political Science from the Santa María la Antigua University.  She has a master's degree in Maritime Law from the Santa María la Antigua University and a Master's degree in Comparative Law from the University of San Diego, United States.  

In the public sphere, she has served as legal advisor to the Social Security Fund and national director of the Legal Advisory, legal assistant and substitute judge in the Electoral Court.  Also, she has held positions of general director of Foreign Policy of the Ministry of Foreign Affairs, general director of Customs, and general secretary of the National Commission Against Human Trafficking.  In addition, she has held positions as the general secretary of the Ministry of Public Security and general secretary of the Ministry of Government and Justice.

In her professional career she has practiced as a lawyer at the Owens & Owens firms; Luque & Luque; and Lewis, D'Amato, Brisbois & Bisgaard LLP, among others.  She is a member of the National Bar Association of Panama, the California State Bar Association and the American Bar Association.
