Judge used biased study, obsolete rules – prosecutor

A JUDGE  used legal rules which are “obsolete” and made his decision based on a “biased” study of the facts,  said Anti-Corruption Prosecutor Zuleyka Moore in an appeal against   a decision lifting preventive detention for two former Ministry of Security officials, and nullifying some of the investigations.

In a written presentation to the Second Court of Justice against the  controversial decision issued by Judge Enrique Paniza in the case involving irregularities in the purchase of radars from a subsidiary of the Italian conglomerate Finmeccanica, Moore said that the judge erred in issuing a decision in favor of José Raúl Mulino former Security Minister  and Alejandro Garuz former vice-president of he Security Council who were responsible for the contract.

“The decision ignored the serious damage that this illicit contract caused,” wrote the prosecutor.

Garuz, related by marriage to ex-President Ricardo Martinelli, is also in detention pending his trial for alleged involvement in the wiretapping scandal, for  which an arrest warrant has been issued for Martinel
