Panama President Mulino is Pushing for Changes to the ‘Tax Code’ to Get Off the European Union’s List

Panama seeks to be removed from the list of tax havens. President José Raúl Mulino said that, if necessary, he would convene extraordinary sessions for the National Assembly to approve that reform.

Panama remains on the European Union’s list of non-cooperative jurisdictions, and the margin for maneuver to be removed is increasingly narrow. Legal modifications are needed, and in this context, the possibility that President José Raúl Mulino will convene extraordinary sessions of the National Assembly, as he stated last Thursday, is less an exceptional political decision and more a move influenced by international pressure.  Therefore, even if Panama makes progress in the Assembly, a swift removal from the list is not guaranteed. October 2026 is an evaluation date, not an automatic resolution date. At least, that is the understanding.
