Panama Cybersecurity Center Becomes Reality

On June 11, 2025, Panama officially established the Panama cybersecurity center, also known as the Panama cyber defense hub, through Executive Decree No.?53 signed by President José Raúl Mulino. Moreover, the move marks a milestone in creating a state cybersecurity center, complete with a government SOC Panama to monitor threats and enhance Panama digital security nationwide with cybersecurity with cybersecurity training Panama initiatives.

Why Panama Cybersecurity Center Matters 

First, the Panama cybersecurity center will monitor government networks in real time to detect threats before they disrupt services. Additionally, it aligns with Panama Digital objectives and is supported by a $2.5 million InterAmerican Development Bank (IDB) investment, reinforcing the Panama cyber defense hub initiative.

Components of the State Cybersecurity Center

The state cybersecurity center will include advanced security equipment worth $500,000 funded via public procurement from bids by Telefónica Tech Inc. and Soluciones Seguras S.A.  Furthermore, it operates alongside Panama’s CSIRT and forms the core of the new government SOC Panama.

Panama’s Digital Security and Infrastructure 

The center stands as a pillar of the Panama digital security strategy, addressing rising cyber threats as digitalization grows. Consequently, the government is bolstering its digital infrastructure to meet evolving cyber risks and adhere to data protection laws.

Expanding Cybersecurity Training Panama

Moreover, the project addresses a skills gap with cybersecurity training Panama programs.  Notably, the Panamá Cibersegura initiative partners, with Universidad Tecnológica de Panamá and others, attempting to develop national talent—fostering a secure ecosystem and feeding the pipeline for the Panama cyber defense hub.

Looking Ahead: Hub for National Cyber Defense

Ultimately, the government SOC Panama will coordinate threat response, vulnerability analysis, and forensic investigations across agencies. As a result, the Panama cybersecurity center promises to strengthen national resilience and set a model for regional cyber defense innovation.
